Progress status

Preparation stage

PHASE 0
Prior Information Notice published and Open Market Consultation completed with input from potential suppliers across Europe.

Execution stage

PHASE 1
Four solutions, AHF Care, TIQUE-V, PLAT4TIQUE and NTT DATA-DILEMMA, were awarded contracts for a 3-month Solution Design phase, exploring different approaches to the TIQUE model.

PHASE 2
Three solutions, TIQUE-V, AHFCare and PLAT4TIQUE, advanced to an 8-month Prototype Development phase based on the results of Phase 1.

PHASE 3
The two most promising solutions, Plat4TIQUE and TIQUE-V, entered an 18-month Original Development and Validation phase, which included real-life pilots at each procurer's site between 8 September 2025 and 16 February 2026 (approximately 5 months).

About TIQUE

The buyers’ group

Three public procures from Spain, Sweden and Italy will jointly procure the desing and development of TIQUE service. Hospital Sant Pau in Barcelona (Spain), Region Västerbotten (Sweden) and Azienda Sanitaria Locale Avellino (Italy)

The uncover need

TIQUE is willing to purchase the design and development of a technology-enable all-in-one service, flexible enough to adapt to a large variety of European health-care systems, which allow the full development of the TIQUE model tailored to each of the participant procurers complementing existing public resources with a public-private partnership.

The motivation

European studies conclude that 80% of healthcare spending is concentrated in the last 6 months of the patient's life. Heart failure is the leading cause of hospitalisation in people over the age of 65 and carries a high cost to healthcare systems and sustancial loss in quality of life

The beneficiaries

For patients with advanced heart failure (HF) and co-existing chronic conditions, who are frail or at risk of becoming frail.
TIQUE solutions should also support the transition to end-of life decisions and treatments.

The market

TIQUE is defined to consider and overcome all potential market barriers, including precise business and value-based service modelling, to facilitate quick adoption and scale-up in all three different European regions.

The important dates

TIQUE has successfully concluded. The project ran from March 2021 to February 2026 under Horizon 2020 and developed innovative digital care services for people with advanced heart failure through a Pre-Commercial Procurement approach. It completed all phases of the Pre-Commercial Procurement, from Open Market Consultation to real-life pilot validation, and closed with a Final Event on 19 May 2026.
